I teach graduate students, who are working in public and nonprofit institutions or seeking to work in such entities, at the Baruch College Marxe School of Public & International Affairs, which is part of the City University of New York (CUNY). Among its goals, the Marxe School prepares the next generation of leaders "to foster effective, inclusive institutions and societies."

Before returning to CUNY, I served as an asylum officer at US Citizenship & Immigration Services, part of the Department of Homeland Security. In that role, I adjudicated the claims of people who hailed from various parts of the world and who sought protection from persecution.

Prior to serving in the US government, I completed my PhD in Political Science at the CUNY Graduate Center. My areas of specialization are public policy, public administration, and American politics. My research interests include policy implementation, bureaucratic reorganization, and immigration policy. These interests also stem to my other experiences as a practitioner, including serving as the Commissioner of the NYC Department of Juvenile Justice (between 2002 and 2010).
